Russian President Vladimir Putin, who has decided to skip the G20 Summit in India, will not be making a virtual address at the summit. The Kremlin said that all business at the G20 summit will be handled by Foreign Minister Sergei Lavrov. Lavrov also represented Russia at August’s BRICS meeting in Johannesburg, following a row over whether South Africa would be forced to arrest Putin under an International Criminal Court warrant.
